Constitution
Executive Board

The Executive Board consists of eleven officers. These officers must be full time University of California, Davis students. The officer's duties go into effect the last day of the academic year having undergone orientation during the Spring quarter with the previous Executive Board. It will be the duty of the officers to represent Mujeres Ayudando la Raza in the best of the group's interest at all times and to uphold and practice the purpose and goals of Mujeres Ayudando la Raza.

The Executive Board consists of:

1 Recruiter/Retention Officer
1 Activities Officer
1 Community Service Officer (as of Spring 1998)

A. OFFICERS AND DUTIES

CO-COORDINATORS

The Co-Coordinators will preside over the Executive Board meetings as wellas the General Assembly meetings; will rotate leading General Assembly meetings; will act as representatives of Mujeres Ayudando la Raza and the group's interest; will oversee allocation of money and assist Treasurer & Activities wit Club Finance Council funding applications; will be present at each of the following meetings: La Raza Cultural Days and the Chicano/Latino Council Meetings.

PARLIAMENTARIAN

The Parliamentarian will be in charge of keeping order at Board and General Assembly meetings; will perform the duties of the Co-Coordinators if they are unable to do so; will be asked to cite the constitution when necessary; will keepupdated roll sheets of membership attendance at all events and meetings.

SECRETARY

The Secretary will record all minutes of the Executive Board and General Assembly meetings; will keep accurate and accessible files and agendas; will report information from Board to General Assembly meetings; will pick up mail at least two times a wek at the Student Activities (as of Fall 1996, Student Programs and Activities Center) mailbox in the South Hall as wellas at the Chicano Studies office.

TREASURER

The Treasurer will keep finances and budgetin order; will report financial records to the General Assembly and to the Executive Board weekly; will act as Club Finance Council representative; will appear at the interview along with a Co-Coordinator; will keep Co-Coordinators updated on all transactions; withdrawals are made only for emergencies, with the approval of one Co-Coordinator and any other Executive Officer; will be in charge of collecting fees; will work with the Activities Officer on fund-raisers; will oversee the allocation of money with a majority vote.

ACTIVITIES OFFICER

Activities Officer will be in charge of social, community and educational events; will act as liaison with other goups; will attend and shall act as the voting factor on the council; will be in charge of making arrangements for rooms on campus; will be in charge of creating committees for activities; will assist Treasurer with Club Finance Council application.

HISTORIAN

The Historian will take account of all Mujeres Ayudando la Raza events and record through photographs and a journal; will serve as Secretary in the Secretary's absence; will work with Activities Officer to make preparations on the history of Chicanas and Latinas; will be in charge of photographs, awards, articles, and any other memoirs; will keep in contact and network with Mujeres Ayudando la Raza alumni by keeping current addresses and phone numbers.

PUBLICITY OFFICER

The Publicity Officer will publicize all meetings, events, and activities by means of the Aggie, Memorial Union Boards, flyers, and posters; will create a system of phone network,either by means of a phone tree or alternation calls which will be distributed to Executive Officers; will be in charge of creating committees to help publicize large events; will work in conjunction with the Activities Officer to publicize events.

RECRUITER/RETENTION OFFICER

The Recruiter/Retention Officer will be in charge of recruiting members from campus, i.e. La Raza New Student Orientation, Activities Fair, dorm presentations, etc.; will encourage any new students to join year round; will follow up members if there are more than two consecutive absences; shall acknowledge extraordinary efforts and achievements made by members, academically and otherwis; will help retain members through various activities; will be in charge of outreach at the junior high and high school levels.

COMMUNITY SERVICE OFFICER

The Community Service Officer is responsible for organizing and leading all community service events. The purpose is to promote philanthropy amoung our members and fulfill the mission of a service organization. A minimum of three events per quarter are required. In addition, the Community Service Officer is to act as liasion within the Chicano/Latino and larger campus community.

B. MEETINGS

The Executive Board will meet everyother week and attend all General Assembly meetings. At these meetings business, finances, issues, agendas, and minutes will be discussed. Occasionally, the Executive Board will act autonomously in urgent situations. Two of the three Co-Coordinators have the right to call an emergency meeting.

C. ATTENDANCE

Executive Officers are to attend all meetings. When an officer is unable to attend a meeting, one must inform another officer of one's absence prior to the meeting. Absences are limited to two meetings per quarter (Board and General Assembly meetings combined). A leave of absence can be requested to the Executive Board not exceeding on academic quarter. Circumstances shall be decided bythe Executive Board. Meanwhile, a temporary officer will fill the position for that academic quarter.

D. MEMBERSHIP

Membership of the Executive Board is the same as that of the General Assembly

E. RESIGNATIONS

If an Officer decides to resign, a written letter must be submitted to the Executive Board one week prior to the Officer's last meeting.

F. IMPEACHMENTS

If the Executive Board sees that an officer is not fulfilling the duty descrive, the officer will be asked to resign. If the officer decides not to resign, impeachment action will be a 2/3 vote of the Executive Board.

G. TERM LIMITATIONS

Any officer will be able to hold the same position for a maximum of two years. This does not mean that the person cannot hold other positions in the future.

H. VOTING REGULATIONS

An officer's voting rights will be revoked for one meeting, after missing the two previous meetings that have not been excused. After missing three meetings, voting rights will be revoked for the quarter. Issues voted upon by the Executive Board need majority vote to pass in order to pass on to vote by the General Assembly.

General Assembly

A. MEMBERSHIP

Membership shall be opened to any person who is intersted and agrees with the purpose and goals of Mujeres Ayudando la Raza. Fees must be paid in order to be considered a member. Membership will not be limited to the University of California, Davis students. However, unregistered people shall not exceed twenty-five percent (25%) of the total membership population.

B. MEETINGS

General Assembly meetings shall be held every other week. At these meetings business, finances, issues, agendas,and minutes will be discussed.

C. ATTENDANCE

Attendance is strongly encouraged of all members at all General Assembly meetings. Moreover, attendance is encouraged in at least one community service event or one fund-raising event per quarter.

D. FEES

The membership fee will be decided by the Executive Board each quarter. Fees will be used to offset costs for fund-raisers, activities, and expenditures. The amount of the fee is subject to change.

E. VOTING REGULATIONS

For any paid member to vote they must be familiar with the issues. Discussion will be open to everybody but only active paid members may vote. A majority (51%) vote will be needed to pass any issue. Co-Coordinators will break a tie in any issue. Members must be present to be elected, nominated, and cast a ballot.

Elections

Nominations will be held during the first General Assembly meeting of Spring quarter and are to be administered by the Co-Coordinators. In order for a member to be nominated, the first member must have been an active member for at least two meetings. First, each officer shall explain their postition prior to nominations. Second, General Assembly meeting members will vote on secret ballots. Third, ballots will be counted by one board and one general member

who have not been nominated. Only Univeristy of California, Davis students may be nominated and elected for a position. The General Assembly will vote for vacant positions, (i.e. resignations, impeachment's, leave of absences). Spring quarter will be used as a period in which newly elected positions learn and work with the present Executive Board. Run-off election(s) will be held in the event of a tie for any position at the following General Assembly meeting. All positions should be filled in by the end of the Spring quarter.

Articles

ARTICLE I Only when issues or actions threaten the ideals of Mujeres Ayudando la Raza will political action be sought. ARTICLE II An amendment may be proposed by two-thirds of the Executive Board and ratified by three-fourths of the General Assembly. None of the Constitution may be eradicated; it can only be ratified. ARTICLE III Once an issue has been voted it may not be re-voted upon unless extenuating circumstances are specified by the board. ARTICLE IV If at any time a Board Member resigns her position, a new election will be held for that position. ARTICLE V General members shall not be permitted to vote at Board Meetings. AND If a general member attends a Board Meeting and requests that an issue be brought to and voted upon at the general assembly, then it must be done.
